Open Access Community Investment Program
OACIP Application Process for Journals

The Open Access Community Investment Program (OACIP) supports Diamond Open Access journals by strengthening outreach, visibility, and community engagement. The application process consists of two steps: an initial eligibility review followed by a more detailed funding request form for selected journals.

OACIP Application Overview

The application process closes on June 30, 2026 for consideration in the Fall 2026 campaign. Therefore, we encourage interested journals to complete Step 1, as detailed below, as soon as possible to determine eligibility.

Step 1:
Initial Eligibility Review

To be considered for OACIP, journals must complete a brief form to confirm that they:

  • Operate under a Diamond Open Access model, providing immediate, free, openly licensed access to all published content with no mandatory fees to authors or readers.
  • Do not receive funding from programs that could result in duplicate institutional support.
  • Are willing to collaborate with OACIP on outreach efforts to strengthen visibility and engagement with their community.

Completion of this form does not guarantee acceptance. Journals that meet these criteria may be invited to proceed to the next step.

Step 2:
OACIP Criteria Form

Journals that are determined to be eligible will be invited to complete a more detailed funding request form. This form gathers additional information based on standard OACIP criteria and includes questions related to practices such as:

  • Indexing in the Directory of Open Access Journals (DOAJ).
  • Clearly displayed open licenses (e.g., Creative Commons licenses) on each publication.
  • Use of persistent identifiers (PIDs) to ensure articles, authors, and affiliated organizations are reliably and uniquely identified.
  • Documented policies on copyright and licensing, digital archiving, peer review, research integrity, and web accessibility.
  • Consistent tracking of article-level affiliation data for all authors and a process for generating reports.

Journals that do not yet align with all of these practices are still eligible to participate. We encourage such journals to contact us at oacip@lyrasis.org for a preliminary conversation about potential pathways of support.
